We have found that clients using PCL print drivers vs PS print drivers are having poor performance and also consuming resources when using Dynamic PDF report viewer in our custom applications. 

Does anyone have any experience with this issue?

I prefer on Citrix Servers, PS (most), thenPCL6, then PCL5. Also performance may be due to the size of the spool for the PDF.  Google PDF +spool +size.  I think there is a competition for the biggest over at Log In Consultants.
