I heard about this the other day and that's great but what do they mean by "Allows the home-based, mobile, or small office user to enjoy the benefits of Wan optimization in situations in which an appliance cannot be readily deployed?" I thought you had to have an appliance on both ends. Is that not the case?

Typically WAN optimization does require an appliance on both sides. The WANScaler client is basically the branch end of the appliance in a compact software client format. When you're not in the branch office, the client acts as the branch "appliance" and does all the decompression, decoding, etc. The benefit you won't get, of course, is the abilty to get common bits served out of stored cache at the branch. For example, if muliple people in the branch office receive a similar email attachment, the WS appliance will cache the first one it sees and deliver subsequent ones out of its stored cache. If you're working from home with the WS client, you'll see faster performance on receiving that attachment from the core optimization, but you obviously won't get the additional shared benefits of similar bits received by others in the same branch office unless you're connecting in from the branch behind the branch side appliance.
